In order to attract dairies, it is essential to identify potential sites. These sites must encompass at least one-quarter section of land located within the Lockney Independent School District. In order to pass the rigorous permitting process required by the Texas Commission on Environmental Quality, potential sites should contain little or no designated wetlands. Ideal sites would also be located on or near paved roads, away from existing houses, and have an adequate water supply to meet the dairy's needs. It is possible to improve road access to a site not located on a paved road. It is also possible that the diary would consider purchasing existing houses located on or near a potential site.
